I would say viable but very easily countered. Slark and Anti-mage are position 1s that will absolutely eat you alive if they have half a brain cell, while Necro, and Muerta are very popular heroes in many roles that just don't care about the strengths that omni brings to the table. There are some heroes Omni crushes that are popular position 1s, notably Spectre so it would require you to delay the offlane pick.
I would say to make omni effective would require you to either wait for 2nd or last phase to pick the offlane in typical role que, or if you choose to first phase then you would have to be willing to flex to a support role with your pick (good luck getting a role que team to agree to that).
The hero's winrate speaks for itself, and the meta offlane aura items and radiance mesh very well with his kit. Be wary of his counters and I'd say he's great to spam in pubs.
