There's a difference between scripts and game injected hacks.

I had a SF in my game recently that actually EUL after i hooked him with my clock.

The hook hits instantly before you get there with clock, but before i even got to him he eul (while he was stunned)
literally broke the game, we still won tho ;D

In League of Legend they also have tools and sh1t to dodge skillshots, however the user quickly got banned/ there are a lot of platform to report them.
In dota when you catch cheater red-handed like this and post it on steam forum you get banned for "name calling".
