If you can use the chat that sounds like a bug. I'd suggest you check your settings, there might be something selected that makes push to talk only work for party members?
Yeah, that's not a ban. If you can use chat normally, then it's likely just your microphone settings. Check your input devices in Dota and on your PC sound settings. I've had that happen before when my game is trying to use a microphone that I don't have connected anymore.
It's because you have a hotkey for voice(party) and NO hotkey for voice(team). Took me a long time to figure it out myself but I felt stupid when I realiZed it's that simple. I thought my mic was fucked too lol

not sure if this a bug or actual ban
however, i can't use my mic (muted red mic icon appear) when i play solo ranked .. if i play in party, then my mic works perfectly fine!
this ban has been over a month know, i was told that mute ban can be few days..
Also please note that i can use chat normally
any idea when this ban will be removed?!,, is this normal, all whom i asked told me this is weird and all bans are just few days ban
