Well after a several youtube "coaching" videos where everyone was like "OMG guys Chen is OP look at winrate go pick ez MMR!" so everyone started picking him and guess what, they cant play him for shit, so pick rate increased winrate droped!
This literaly hapens with every hero, check AM pick rates in low brackets, everyone swears that this hero is OP and free win there, yet it has only 46% winrate there, and high players knowing his weakness dont even bother with picking it.
So to answer you hype nerfed him. As hype will nerf every hero, hero "power" isnt defined by his stats its defined by your ability to play it properly.
