if they are buying the item in bulk, that's generally because they were still thinking of what to buy and havent fully decided yet.
Most of the people have already explained it but in general if you know exactly what you want to buy, if you're not saving reliable gold or saving for buyback and if you're not trying to surprise the enemy with an unexpected item its always better to buy components as you can afford them.

I’ve noticed that higher ranked players tend to save their gold as a carry and not spend money until they can buy most components for an item, i.e, buying a full diffusial blade at once instead of each individual part. Is it better to save gold and “buy in bulk”? Do you buy parts as you need them? Does it even matter?
Or is it more of a, “I’m free farming so I’m not leaving lane and courier is being used a lot” kind of thing?
