Cap is 4.5 but the max deviation is kinda limited, the mmr doesnt fluctuate as much as normal calibration

So im planning to sell this account and buy another new acc with battleoass i wanna ask if i can play international rank match even if im not lvl 20 yet? And what is the highest mmr can i calibrate?
