There is an option in settings to have heroes rarely talk, but then they do not really say anything.

HE MEANS when he sees storm spirit in lane it quotes "Stormy weather time" and "I feel the high winds in the storms" by just standing there (storm spirit himself) and doing nothing its also a good thing because he cant do that when a hero is invisible its good to tell if there's a sentry ward or not.

with last update enemy heroes drop some random voice lines every other skill usage and it's quite annoying

but storm has some of he best voice acting and lines in the game its so funny.
