I mean broken in the literal sense. It adds 0 damage, because it was not implemented correctly.
Arc warden is actually 100% the Same hero than lone Druid. Everyone thinks ld is broken and aw is dead. but at the end of the Day both have Same playstyle Same Item build and even similair Talent trees.
^ ofc skills are different, also aw has Bit higher skillcap cuz the Double should be played active, while bear is more or less passive.

Is this because good players are more likely to take the Flux talent, and therefore play better? Or maybe these winrate stats on talents are completely useless? See: Sniper 15 attack speed vs 5 mana regen.
