ok I don't face these issues because I hibernate my computer all the time as alternative of shutting down because starting the computer is slow due to all the startup processes needed to be initiated (and I don't install too many useless shit tho). Hope you can try hibernating instead of shutting down so your steam download stays where it was before you turn your computer power off.
happened to me too. had to keep my laptop on for a straight 24 hours to download the game in one go, because leaving in between always caused it to go back to 700mb each time I restarted

so, 2 days ago i was waiting for my dota 3 to finish its update (6.5gb) but i dont have enough time, i have to leave, so i paused it at 3.2gb, the next day, i woke up and open the steam and guess what ? BOOM from 3.2gb to 700mb real quick, so i patiently wait for that until it finally reaches 6.5gb (yay!) and i cant start the game, so i go to youtube, watch some dotes, scroll down, read the comment, and someone said "i restart my steam and it worked", i immediately do that and guess what ? BOOM again, back to 4.1gb but i have to go, so i didnt continue the update, and just now, i opened steam and BOOM again, back to 1.8gb
how does this happen actually ? can someone explain ?
