No, you're likely close to the border, so you can get ~3.6 avg games. Or there are not enough players in your bracket.

Uh if u play low population game modes the skill level tends to the average (usually normal to high skill)

On my recent ember game, I played single draft and I was put into the high skill bracket when all my other all pick games are VHS bracket. This also happened a while back with kunkka in ardm.
