u dont have to literally wait, these laggs dont put u into any kind of a losing position
these spikes are caused by server and everyone in your game has them in the exactly same moments

Has a lag spike to do with fps drops or just THE server lag?

apparently just the server lagg, but im not sure

I used to have these spikes before new patch. Tried to put network quality to low but doesnt fix anything

Thats why im not playing in the first days of any new patch.

Depends in which internet provider you have. I have two and one seems to be less laggy than the other.
