you can get to a certain mmr by being mechanically skilled even if your game sense is shit
on the other hand, even if your reactions are shit you can get to a certain mmr if you have good game sense
obviously dominating just 1 of the 2 sides will make you plateau earlier than a player who is good at both aspects
