I think that he relies to much on farming early stacks to get his blink to actually have some impact.
Meanwhile you have offlaners like Bara or Clock that can have huge impact iwthout any major items and can fight way earlier without farming so more farm goes to your mid and carry.
Also I'm not sure about evaluating clan_iraq's build on the hero, looks cool but not sure if it's actually legit.

But generally speaking, yea tide nids dat fast blink, but i think he be alright with cheap items tho.
Heroes who rely on high cooldown skills aren't very popular right now. Tide is still a good hero though, he doesn't even rely on blink as much as other initators since ravage has a huge aoe (people even went for meka before blink a lot as well), but ravage has too high cooldown for how much teamfights happen this meta.
He was never that popular, I still see him the same as always. Not too often, good hero though.
because noone wants to wait untill they can fight for 100 sek and then 1 pleb fucks up his ulti and gg
