Sub forums would be a horrible idea, this community is already small as it is, sure thousands, and thousands of people use DotaBuff, it's an amazing website, but there's a reason hardly anyone uses it's forums, cause they're shit, and with a small population, sub forums would make it seem as if the site was dead. Most of the sub forums besides general chat would be a ghost town.
Search function? I dunno, I've found plenty of old threads using keywords on google search, I don't think it's needed.
Appointing mods? I don't think so, most of this community are elitist who think they're better than you at life cause they've a higher rank than you in a game (i'm ranked very high on Street Fighter and CSGO, you don't me shitting everything people have to say. PJSalt)
So giving them power would probably be a bad idea. (Nothing against the community, I love some people here)

In my experience adding content is what makes forums grow. Adding controls tends to kill them.
On previous forums, even peer reviewed scientific journals internal forums... I have seen that moderators tend to become the people who used to be the forum trolls over time. When they actually have power to control what is said directly instead of merely by intimidation the forum dies.
It works the same way in all human governments. There are people who want to control what you can say and think and they will try to do so. If you set up a lever, a means for them to use they will worm their way into that position, take the lever and use it to silence opposition to their personal viewpoints.
Too small for sub forums yet I wouldnt mind a "MMR discussion" sub forum because 'win +25, lose -25' is still to much for some people on here to understand
+1 for subcategories, also one named personal diary, mainly directed at players like bogi wouldnt hurt and would allow to keep rest of the forum on track
^ Yeah thats the thing, maybe start off with just one or two subforums, like a mmr subforum and general discussion subforum for example, with mods enforcing it by moving relevant threads created outside the subforum into the subforum.
And about the possibility of mods abusing their power, it's not an open-and-shut case. Depends on the kind of person you appoint. It's unreasonable to expect mods to have no opinions, but im sure the admins can find people in the community who use their power responsibly and are willing to take on the job.

1. Sub-forums:
Divide up the main (and only) forum into categories, eg Strategy, Stats, Mechanics, General Discussion, etc.
This would make for easier browsing, and could even increase the proportion of dotabuff users participating in the forum (aka the silent majority).
2. Search function
Tweak the search functionality to include forum threads?
On the offchance something useful is posted here and people want to find it.
3. Appoint volunteer-mods from community members
This forum seriously needs more moderators.
It's great that most speech is permitted, but having at least one or two more mods would keep spammers, etc. from getting out of control.
4. Tweak forum functionality
Not sure if you admins are able to, but mods being able to merge / delete posts and threads would help immensely, for moderation and organization purposes (keep out the clutter).
And one more very unimportant thing, only if you are free and have literally nothing else to do (like i-already-killed-my-neighbour's-cat free):
