On topic, charge cancel by enemies or cancel by yourself? If charge could not be interrupted by enemies (but you can still cancel it yourself), then it would be a significant buff. The charge icon can be replaced by charge cancelled (similar to phoenix dive). Ganked by enemies? Say bye bye to them by charging out. No more counter by clockwerks. Charge without worries toward invoker and drow ranger who can't stop you with their irritating tornado/gust. Your team lack initiation? No worries as charge is now a super good initiation skill.
If charge could not be cancel/interrupted at all, then this would be debatable whether its a buff or nerf. Late to the party and your team get wiped out? Be prepared for face palm moment. But the above mentioned benefits would still stand. So the challenge is more of reducing on long range charge initiation.

This would only be okay if his charge was also an instant teleport. Oh, and if it applied the current level of his ult when it lands. And has a guaranteed bash after that.
They gave you all the reason why that'd be fucking stupid. Because it's a spell cast that can actually last perpetually, that you initiated, and for some fucking reason can't cancel. Charge a fucking tinker. OH LOOK. Now you're charging around the map aimlessly like a fucking retard, because he's TPing around the map all the fucking time.
LC has aghanims that can make her unable to do shit perpetually, and guess what, it's the worst aghs in the fucking game.
