experience level is what you need to play ranked i believe

im pretty confused myself actually my experience trophy is level 23 and i can still queue

what about Ranked games? so now you can play ranked befor level13?

may be those ones who already played in ranked in s1 don't need this trophy to be lvl50? I think the level of my one is lower than the threshold as well.

In all probability it's like Triple said. To add on that:

All Battle Point Levels from the Source 1 client have been converted into a Battle Point Level Trophy that cannot level up.
Since the level system rework each game that gives experience adds it to the Experience Trophy, which starts at level 1 for both new and old accounts.

My assumption: To determine if an account may queue for ranked games DotA looks if either the Battle Point Level Trophy is 13+ or if the Experience Trophy is 50+. The profile's Dota level is irrelevant for that.

@Socram when i have launched reborn for the first time, i was able to find ranked game, so mybe the Xp trophy dont start from 0 i guess.
PS: i played only 4 games in reborn you can chek my profil.

Which is why I said that the game also checks the Battle Point Level Trophy. The Experience Trophy should be level 0 or 1 for every account that hasn't played a Reborn match since the level system rework.
