Doesn't really help from level 1 - if you are there chipping away at them then you can stack them easily enough.

Any of the usual ancients farmers can abuse it - TA probably the best though seeing as she doesn't need to leave the lane to stack.

Otherwise having a Magnus on your team is OP!

its actually ridiculosly game breaking, just played a game literally tide offlane doubled his farm and had 12 min blink vs a trilane (0 farm from lane) and refresher at 21-22 min.

I had dire 3 games in a row.
