in dota reborn i now get 5 to 25 ms every game, so bad ass
one time had 2 ms entire game....

I have a normal ping, so it's probably on your end. Call your provider and flame em.

n i had dota network down so it wasnt me, i tested my net and it was fine

25 ping is normal. Anything below like 5 ping is a blatant lie; if several consecutive pings fail, the displayed ping gets confused. It's a very old bug with the source engine.

And if you're getting packet loss; you might want to run some connection diagnostics. It might just been something on the way to the dota network; or it could be your connection itself.
