It's a smurf, he can't add friends but wants to add Dotabuffs bot. For anyone having trouble understanding.
I think you just have to wait a month before you can add friends.

Hello all. I have been chosen for Rating Buddy its good. For starting Rating Buddy i must add special dotabuff bot to friend,BUT bot have any friend and i cant add him. Please guys what i must do for take Rating buddy or add bot to friend.Thank all who can help me.
