You can have up to 6000 hidden mmr the reduction comes after you get the Actualy mmr that is shown.

My friend constantly makes new smurf accs, his main is 6k. Before the smurf cap got introduced to stop zeus spam or whatever, he'd get 5k on lvl 13 accs.
Eventually they put a cap on this and nowadays everyone gets 4.5k mmr on a fresh lvl 13 smurf.
Same goes for him, he has 5 newly made accs. All 4.5k
No he does not sell them, he just likes the challenge of carrying total retards.
Anyways we did calibration and to our surprise his mmr started off at 5.2k+ this time, compared to previous ones with 4.5k as starter.

I didn't take screenshots of the hero selection the first two matches as I believe I was clicking F11 which I do a lot, but that 5.2k silencer was happy to let my friend mid since he saw that the TBD had higher mmr than him in picking screen.
