Probably works like "workshop items". People can create items in the workshop that you can use but other people can't see them in game, only you can. (I may be wrong though)

I saw in one "internet cafe lounge" when u login to steam and play Dota 2, you can use that "internet cafe lounge's" items like sets, weapons etc. but u cannot take it! How they are doing that? can anyone explain to me ?
