Bloodseeker is more likely to be the troll in this patch. Just sayin'..
Ursa's winrate probably just falls in the same category as Necrophos, Abaddon, Omni and the like - heroes that heavily punish the opponent for over committing. A common enough occurrence in the relatively uncoordinated pub meta. Troll didn't just punish those who over commited against him, he would also regularly reward those who over committed playing as Troll.

could be new troll, in that he is really stronk. but don't build him like troll. S&Y bear is shittty bear, blink + bash bear is stronk bear. I guess phase, lifesteal and BkB are good on both of them though, but he is more like trolls hairy cousin then the new troll.
He cant be the new troll, he has no real late game vs alot of hard carries. Hes slower, has no stunlock capability, he pushes like shit, isnt ranged and cant clear out illusion late.
CK, naga, PL, AM(manta) destroys him. Also other carries in general can manfight him late like void(chrono), PA(abyssal), spectre, medusa.
Ursa is just a snowballing hero who can rosh before 10min, if you dont take advantage of that you are pretty much fucked.
he has stunlock with basher and overpower. It's pretty hard not to get a bash with +400 attack speed. BKB is also core on him, so anti-mage with manta won't really do much to the bear. He'll just get bashed and die in 2 seconds.
His new ulti makes him better against abyssal carriers too. Just rage when they're about to jump on you (instant 0s cast time) and they can't kill you during the bash duratin, so you can claw them back.
I played a game with sf vs ursa, I ethereal him and i did a reqiem of souls in his face.... he still with 80%hp
