Normal MMR (0-3200)
High MMR (3200-3800)
Very High MMR (3800+)
Note that these are guidelines and not facts or set in stone. So just because you're 3.9k doesn't mean you can't get high mmr matches and just because you're 3100 mmr doesn't mean you can't get high mmr matches.
The reason people may be kinder in ranked is because they want to win.

And how come people in ranked are now friendlier then in normals?
