I think aquila is still the way to go. Considering the 35 mana cost I don't think 2.45 mana is accurate.
1) Not really. Since you will also be running a bottle you shouldn't have mana problems and if you do, you should work on something else than your item build.
2) You aren't supposed to last hit with auto-attack anyway. You just use Riptide mostly and kill neutrals inbetween waves. But getting an aquila after you have boots and bottle is still a good idea as your main focus will be on farming and it will definitely help in that regard.
3) You don't always have to get travels, but Skadi is generally a waste. It's a fighting item because of the slow it provides but that's not what you wanna do. Illusions from Manta help so much more with farming, not to mention the bonus speed and AS (works on illusions). Also slow from Skadi doesn't work on illusions (I think).
i feel like yasha into heart is better than straight manta her farms still limited by mana at that point.

I think aquila is better than mana boots. Roa gives incredible stats for its price early game, aura helps you pushing and you have enough mana sustain if you get a bottle as well, so unless you plan to build a bs on naga, roa is the choice.
QB is an amazing item, specially on a hero that farms as much as naga does, so you should get one and keep it as long as possible. It is situational as a starting item, depends on the match up.
Manta is the very best item in illusion based heroes. Sure, you can get something more fighting oriented (skadi, diff), but you'll slow down your farm by a lot which means you'll be less threatening for the enemy team for longer time. The faster your illusions become unkillable, better chances of winning.
@Chinese guy: How is your mana limited with 50sec cd bots o_o
Ring of aquila isn't that much stats? 9 agi and 18 dmg on an agi hero isn't much stats? It has a lot of stats for a meesly 1k gold, it's pretty sweet on any agi hero that needs a lil mana boost.
OK I think I'll just stick with the conventional build then, it doesn't seem like there's anything superior at the moment.
The idea behind skadi + diffusal is that if you drop your items and rearrange them your main hero gets the slow and your illusions still get feedback, but naga already has ensnare so the slow is unnecessary.
Sam what's a good timing for radiance (with bottle/boots/qb/aquila) by your standards? 15? 17? I've been getting it like 19 min in and should probably see what I'm doing inefficiently.
If radiance is easily obtainable, then aquila is just wasted time and makes a 5.1k item a 6k item, effectively. After radiance, BOTs easily sustain mobility of farming and resupplying mana (BOTS cost 1k more than mana boots, but effectively regenerate your entire mana pool every minute). Terrorblade, however, benefits from it because it grants his illusions much more survivability to kill jungle creeps, where Naga actually has no need of the same trait with radiance.

1. Is it a better idea to go arcane boots instead of Aquila? The cost is virtually the same yet arcane gives you 2.45 mana/s if you use it every time it's off cooldown (according to Dota Wikia). Aquila gives you a minor amount of stats but only 0.65 mana/s (maybe something like 0.7 if you factor in the intelligence gain).
2. Given how mediocre Siren's base damage is at level 1 (48 with 3 branches) do you/should you get a QB on the hero in addition to the minimal item build (1 tango + branches)?
3. After radiance is complete, people typically go travels -> Manta. Is there a better item progression than this? Skadi actually seems like a viable pickup. and it gives more stats than Manta while not costing that much more. (Though Manta's ability to generate secondary illusions is undoubtedly helpful)
