Some heroes just can't kill the enemy laner. But you generally shouldn't die to any hero (even if he has a lot of kill potential) or you will just fall too far behind. In situations like that just ask for a gank or gank other lanes yourself. If you can't do neither try to farm the jungle. If you are in a farm-trading lane, first think who can do more with farm. If you are laning against Naga as a Pudge for example you should try to deny her farm as much as you can while still getting some on your own. As for your second question it depends on who the other mid is and who you are playing. Some mids goal is to gank/kill other mid, some mids want to deny, some want to farm, some push tower. If you can parley that farm on naga into pushing towers and wins then you are doing fine.

Also check the runes. If you get dd or illusion he will need to retreat on his side of river. If you get haste or invi gank other lane.

Lets say I'm up against a good viper player. He stands on my side of the cliff and hits me whenever I try to get close. The only thing I can do is leech exp and try not to die. If I don't die, am I doing okay at my lane? Because sometimes situations like this grants viper an early mek, while I'm underfarmed and there is nothing I can do. It eventually leads to a ballin viper, and game is lost.
Similarly, if I win mid, get most of my last hits at the mid lane, but didn't manage to kill the enemy's mid, am I winning my lane? There was once I played naga and got like 65 cs in 10 minutes against a tinker. I did my best to make sure tinker doesn't get big early, but he still manages to get a 10 minute BoTs (pretty sure supports stacked for him). I lost the game in the end.
