What happens when you report someone?

I've been told that I've been reported many times for flaming (I get easily mad if I am frustrated>losing a lot)
and I've not ended up in "low-prio" at least not visually, and I am able to play ranked.

As far as I'm concered you can't be muted anymore, which I'm a big fan of.

So what does actually happen when you report someone? Seems like nothing. Just like a visual thing that does nothing.

There might not be anyone who knows, but I've seen people talk about it so I suppose there has been information given on official pages that I'm not aware of.

        You can still be muted

I think they reset report counters. If you get low prio first time, second time will be allot easier.

Well, I'm sure I've been reported at least 10-15times. Still no mute.

Never got low prio by reports, only by abandoning.

You need like 30 or more reports. And this is what happens:

I had about 180 reports. Never used them (maybe 1-2 reports/week) until i decided to use them in every game for every minor "harrass". That made my counter go up like there is no tomorrow (apparently my reports where successful) to 220.

One day, when i was going to use a report i realize i only have 10 left. However i didnt stop reporting for minor harrass and the counter went up again to 20-30.

Another day, the same thing, dropped to 10 again without any apparent reason.

Now im stable at 0-5 reports/week.

Would appreciate if anyone has any link to an official statement on report system that might explain my case.

And i know, with lets say 80% certainty , that someone who you report , will rather be in low pool, if you report them for communication abuse, rather then other 2 reasons.

It seems that Valve thinks communication abuse is worst thing in Dota 2.

The game remembers how many reports you have over the last number of games (perhaps 10 or 5 - the number was never told to us). If your reports per game breaches a certain point, you will be muted. The punishment scales up rapidly toward a 168 hour mute if you repeatedly are muted. It starts at something very small like a 2 hour mute. The last piece of the puzzle is how they deal with long streaks without punishment - I'm not sure whether they lower your possible punishment down the chain in the presence of good behavior. (E.g. say your last mute was 168 hr, will it always stay there as your next punishment regardless of how long you've avoided punishment?)

Your observation that you are reported often without being muted has two sources of explanation:
1.) Sometimes someone will angrily tell you they are reporting you only to find they have no reports left. Other times, they will just say they are reporting you even though they know they cannot since that's the closest thing they can get to justice (as perceived by them). Still other times, they may legitimately want to report you, though they wait until the end of the game to find they overreacted. They won't verbally admit that to you, but they will withhold their report. In other words, the number of claimed reports could easily be higher than the number of actual reports.
2.) Even if all the claimed reports were true, it's still possible that you are good in between those games enough times for your reports per game to be low enough to avoid a punishment.

but as I said, when I get frustrated I start flame.

I remember I had like 150hours left on my mute, a day after it went down to 24hours (same with my irl friend) and after then I've never got muted even though people have said "reported for flame/whine/whatever"

Apparently the same for Noobi (BogiDOoto)
