I remember reading somewhere that Valve looks at the end game stats and determines skill tiers that way; I don't think it's based on MMR (although of course there'd be a correlation).
According to Dotamax 'High' approximately correlates to 3.2-3.8k MMR.
I think it's something like:
0 - 3200 mmr = normal
3200 - 3700 mmr = high
3700+ mmr = very high
idk how its determined because my last game was "Very High" and 3 of the dudes on my team where probably like 3k mmr or lower
i think valve just uses terms like "normal" and "high" to make people feel better about themselves
just like those people citing the statistics from unranked to "prove" that "lol my 2900 mmr is way above average"
the way they determine the brackets is based on the average MMR of both teams.
also whoever told u people > 5k or near 5k can't get into "high" bracket games is lying, i think liquid'tc queued -sd once and probably had 11 minute wait time and had a normal bracket game, lulz
i'm clearing my lpq games on my 4700 MMR solo account and i got placed in a "high" bracket game (so i assume i got 3k trashbags) after something ridiculous like 9 min search time and alas, they were all awful and i was expected to win with those guys against 3800-4300 mmr lesser shitbags
either way i just think of lpq as good practice since i'm bound to get games like those in actual ranked matches where my entire team feeds and is useless and comes off as sub 4k idiots so w/e, idk why everyone cries about LPQ when at worst it's similar to the extremely lopsided ranked matches
Actually I always wondered - did Dota 2 have Low, Normal and High before they changed it to Normal, High and Very High? I have this faint memory of it in the back of my head but I can't be sure ... does anyone here remember this or am I mad?
i didn't play beta but i wouldn't be surprised; normal and high are just euphemisms for being retarded/beyond awful and slightly less retarded/slightly less awful. "low" seems offensive enough already LOL
just like the unranked statistics showing how 4100 is top 1%, when people in that bracket are still pretty bad.
:( I was so excited and proud when I found out I was finally solo queuing into High lol; I was always 100% Normal until about a year ago.

fact is everyone at some point was a trashcan (mb i still am trash with 4700 solo/4900 party, depends on who you ask), if u have a good attitude and take advice from better players, you can improve very quickly.
one guy who i played with a while back was completely new to dota 2.5 years ago (i flamed him once, which was a big mistake cuz i'm awful compared to him now), he's 5.7k mmr and his individual skill level even in tournaments/competitive games is comparable to some pros.
then you have people who started playing dota since it came out in 2004 and probably are 3500-4000 players. ofc most people on dotabuff assume these guys are just "retarded," after all how can you do something for 10 years and still suck at it? but how long you played has no relevance to how good you are (i mean you can't get good with 100 hours of gameplay, but 2 people who put in 3000 hours can be at completely different skill levels) and some people just don't care enough to get better, which is perfectly OK.
i'd say it's ~25% natural talent (motor skills, analytical abilities) and the rest is your own effort. i'd say anyone who puts enough effort can maintain 4k+ without much trouble, anything past 5k is pretty much your natural talent since you're already far above and beyond most players
I think 3300 is the edge between normal and high. I noticed we don't get brackets when there are parties, even if both members have similar mmrs. But on the other hand at the end of the game we don't see their solo mmr, so probably that's why the system thinks the numbers might not be accurate.
Last night I played in party with someone who has 3.9k solo mmr and 3k party mmr, so we had like 900 mmr advantage only from him. Party mmr is quite messy.

How is skill bracket determined? Is it just based on mmr, or what? I just played a game and dotabuff says it was high skill, but I'm only like 3-4k mmr. Seems weird
