I used to random every game, but after taking a -500 hit, I realized it's just not worth it. I'm at 4k flat now and I get judged as a noob all the time.
When I solo I random all the time, but that leaves me sometimes with less than ideal picks which in turn leaves me at a 50/50 ratio on solo queue and I think I have only gained about 100MMR doing solo like this. I personally enjoy getting heroes I haven't played in a long time and it can actually help you to remember either why you left playing that hero or you will end up with a hero you previously thought was bad but have now found some cute little strat or build you could use.
I always random.
Unless my team already randommed (or picked) at least 2 heroes.

I forgot to mention that randomming doesn't mean i will play that hero which i get. I can't play about the 20% of the hero pool, so i repick those if noone wants to swap, and there are some further heroes which i'd like to swap but i won't mind playing it.
Basically, 20% repick (or swap), 20% swap (or play) and 60% play what i get. Luckily the heroes i'd repick are popular, so i rarely have to actually lose gold by randomming something i dont like.
