Will be a problem for people who wants to learn heroes after nerfs or buffs like Earth

Not many people have access to plus but I can see how this could be viewed by people who do. I think this will be addressed but the problem is that who do they replace them with? Keep in mind the list is generated from a historical DBR rating and is based almost primarily off of that, also there are KDA's to consider and other assisting stats and maybe no one has played the hero enough in the last 3 months, who also has a higher DBR, and a better KDA to replace the current old top player(s).
.....as a side note you are also selecting heroes that are played very little by people in the high brackets currently as the more popular ones are constantly changing and rotating players. So all that is left is a group of low skilled and a few high skilled players who occasionally will pick up these heroes.
Well it's not only affecting less popular heroes

While I am not 100% sure about this, the list may also take into account bot/practice matches as "playing" the hero but I agree is something that may need to be looked at and this is an issue that has been raised in the past by a number of people.

Some players in the list have not used the hero for more than 30 days and are still in the list
"Player rankings exclude players who haven't played at least 30 matches on this Hero, or haven't played this Hero within 30 days."
Hopefully someone can fix this.
