From my not-so-expert point of view it seems like it would be a good chocie if the enemy team is super tank with lots of hp. If they have many strength heros and start going for hearts, the ags scepter upgrade(doing a percentage of maximum health as damage) seems like it would be a good pickup because it will do a decent chunk of damage. However, on the other hand, if you are playing against a glass-cannon team who have a chance to win just because of their super high dps (lots of agility carries) I do not think the ags upgrade would be worth it, and you may have better luck filling in your late game items with things like shiva's guard or hex.
Enigma is picked for the powerful disable that is Black Hole. The damage isn't really a major concern, even if it dealt 0 damage it would still be an amazing spell. If you're steamrolling and all your core items are already up, then maybe the Aghanim's upgrade would be worth it.
Enigma's item progression should be about either enabling a good hole or making the hero more useful when hole isn't up. You will get more use out of items like Sheep stick, halberd, shivas, or even AC than you will get out of an extra midnight pulse every 160 seconds.
It's what I would consider a fluffy item for enigma, it is really not needed but if you have the majority of your core items or are doing exceptionally well then why not buy it.
If your not a "nab" (a slighly too big word) at ultying (so not one of the "pro" player -even if they might be great player for all other part of enigma-) you can already land great ultimate while casting midnightpulse before, and at this stage, you already almost killed them alone and adding agahnims would have little use, since it would not affect those outside, so you'd certainly prefer getting shiva/hex/linken/refresher, or even necrom.
If you don't know how to properly cast ult with midnightpulse then instead of buying that useless mecka, go for it.
The reason for enigma to buy mecka is anyway loooooooong gone, and it's just some remnant from the past

Dipend, it's not that hard to make dagger bkb boot soul ring under 16 min of afk wood, even in buying chicken at start, and then all next ward. (i had <min 15 in my head for it, but then i tryed and manage at first attempt to do it roughly 15min 40sec, and i didn't used the whole wood before minute 10).
So even if you are trying to do some move, some attempt to push etc..., you can easily do it under 20 min mark if you don't die.
is it worth it to afk wood for 16 min as enigma? Definitly not, but is it worth it to make a move only when you have black hole, and afk farm the rest of the time? There it dipend of enemy team, if no venge/beast/..., then it's definitly worth it.
Enigma Agh's is good, only if you get a full - or pretty long - duration ult. If your ult gets broken early, then you're 4200 item is only for stats. Much rather have a bkb or use that towards a sheep or something.

I decided to buy one and try it out (I think my second time trying it). I really like the effect of it, but as most people say, Enigma needs other items. I only bought it this time because our team was winning. I mean I guess you can just bootleg version it with popping pulse as quick as you can into a black hole but ya know... Anyone ever try it?
In a scenario that you are not in gold advantage, etc. But have your casual blink, mek, bkb if needed, would this be a decent pickup as maybe, even a desperation? Assuming your carry has some nifty items as well. The discussion of this also may vary a lot from the skill brackets as well, I guess.
