All of his skills have pretty low cooldown but sure, if you land a double Weave and you have some phys DPS followup you will most likely wreck your opponents. There are better options in most cases though.
Depends on team composition and what your current items are. But yes it is legit in the late game since Weaves can stack.
i saw it on purge's build guide or something like that for in-game guide.. it was under situational item.. allthough i never thought it stacked :P
Refresher is not even in situational items list for Night Stalker. Probably players think that permanent night with little to no vision for enemies not worth it... Heh...
