the "preferred language" is much more enforced than it was 1 or 2 months ago.
I select only Chinese as preferred language, now 95% time paired with at least 1 chinese speaker. (i m on US East). That used to be 10%-20% chance.
but also , the match matching time is also noticeably longer.
please make a petition on reddit to bring back language preferences, they disabled it in ranked

@whoji as far as i know, there's no way its enforced (i dont think under the current rules you're supposed to be reporting people who are non-english speakers if you queued english) although as you said matchmaking might try and put those people together. also another possibility could be instead of making it a preference, make it a requirement (sort of like game mode selection) because for the other 3 people in those games you were talking about for example if they were english speakers (the largest sector of the people that use US east) they would be unable to communicate with you and the other person that spoke chinese. basically just make it 5 people on one team that use the same language, not having splits among teams.
@dipshit that problem is a lot smaller seeing as a) there's a lot of games where nobody uses mic (probably not a good thing but its true), b) even the people that use mic often communicate on the chat for some things (chat wheel stuff which is usually the most common/necessary stuff) and c) if you notice that people have their mic turned off, you can use team chat, whereas if you know someone is speaking another language, most people can't just start speaking that other language.

since i posted this in a troll thread last time and figured it wouldn't really get much consideration, here's an idea
would be nice if there was some way to enforce the "preferred language" as it makes no sense to have that option if people aren't going to speak the same language, communications extremely important and if you can't communicate it pretty much sucks.
then add a report for people who dont use the preferred language but region locking is kind of dumb
and please don't say that i (or anyone else) is blaming losses on peruvians or something. its a fact that dota is a game that requires some sort of communication to play well, and if you can't communicate with people (plus the frustration that comes with not being able to communicate) both the quality and enjoyment of games go down.
