No actual reason other than the fact its a convenient/lazy method... its not as if valve is stuck on the wc3 engine. Im sure they can prevent summon units/couriers from using dust/wards without having to put in mp cost.
yan, you don't have a single clue of wc3 engine. In wc3 you can prevent summon units/couriers to use dust/ward
and it's been done for ward already, without manacost, and it's been done with plenty item, in making a counterpart "courier edition"
Most of thing that are "called" uncodable are doable in war3.
I already found myself (while i almost know nothing about coding/w3 engine) a way to create a hero with dynamic cooldown -the most famous "engine limitation case of w3-.
The same could be done with an item, but it would need to recode everysingle spell of every hero (gonna be very long for invoker, doom and rubbik).
I don't know every limitation, but most of them are just in the head of people, while you just need to think them in an otherway.
basically, one of the only thing the engine of valve provide, is easier coding. Nothing more.
