Have you been going on different theories about this haah? But no, I don't think they match people dependent on commendations. I do however think it may increase your chances of getting a mythical or arcana as a drop. Because for some reason new plays always get really good shit on their like 2-3 games prob cause they dont have any reports.

Because they are the power house. Its like why does the government never come on and clear up a lot of conspiracy theories. I literally think ranked matchmaking is normal matchmaking with a smaller dynamic and a number. Used to fuel the psychology of players competitiveness and get them to stop bitching about normal matchmaking, which has kind of worked. 80% of dotabuff is a bunch of kids running around angry about matchmaking or just want to voice their shitty opinion about dota in a community like enviroment.

I'd say the surveys at the end of the game are most likely the sole decider since people have farmed commendations like queer bags. And that's the motive behind hiding the impact of the surveys on match quality - queer bags could start to try to farm those as well.
Umm.. This may have some truth to it actually.. On this ID, Im usually nice, and I get really sweet allies when i solo que.
And on my ALT Id, which i practice most heros on, I get rude allies.. It could be cuz its prolly even lower mmr than this ID, since i do play troll games far more often on that ID.
My experience is, the more comendations player has, the more he usually sucks. Best players are usually less friendly, mostly cause they have to deal with hordes of brainless players to get where they deserve to be.
P.S. I got over 300 comendations, but that was mainly when i started a year back on 1k profile as beginner, quickly progressed and stomped a lot of games and climbed up to my current rating. In higher mmr ranges you hardly get any commends.

I still don't get what commending someone or rating someone after the game for the survey what it exactly does.

Ostensibly, the ratings are used to gauge just how players perceive other players and how players perceive different "types" of games. For example, Valve used that data to determine that people with more games, on average, hate playing with people with very few games even if they have about the same MMR. In this context, it can be seen as an "approval rating" of their current matchmaking algorithm, which is nice to have. For a concrete example: Let's say the average game has 2.734 stars given to it in terms of fun. They can then tweak how players are matched up behind the scenes and, in almost real-time (they'd know in probably a few hours), they can figure out what the new average (say, 3.142 stars). In this way, they can decide in a more objective frame whether their changes are positive or negative.
I suspect they leverage the data to group assholes together and to group nice players together too.

I certainly don't commend as often as I should, which is as often as I report people.
A lot of the times I don't think about commending until after the game is over and I'm finding a new game, which is too late nowadays.
But for every guy who rages into the mic when you leave him to die rather than die alongside him, or doesn't show up to any teamfights just to avoid death to inflate his kda, there's a guy who has bright ideas, good suggestions for teammates, and patience in tense situations. The latter person deserves a commend.
Still, I am often finding myself giving Valve a poor or middling rating on the 1-5 scales that they present me with after a match.
Yeah I usually commend if team if well deserved.
I am either 1 or 5 on the stars, rarely do I go 3 stars, no 2 or 4 stars for team cooperation etc. 3 stars is if theres that random ass hat off his meds crying GG after he dies once in 2 minutes "team no help noob team gg" its like doucher, quit overextending its just 2 min in the game! So annoying go cry emo kid.
I'm not the doucher that goes "oh commend me I'm 33/3 with storm spirit I carried your fat asses all game, please pass the donation plate around to the preacher?" either so IDK how I got so many commends. I think it was more popular when I first started Dota 2 years ago but has tapered off on use.
on topic: everytime i played with friends we used to start typing "gg commend"/"ez game commend" as soon as we got an advantage, farmed lots of commends this way

Have you ever had the sensation that everyone in all of your games, despite their actual mechanical skill, are just dick bags, causing guaranteed losses? They call GG early, they all pick jungle no matter what is needed, they all pick carry, etc.?
But have you ever known a player that doesn't experience that?
I theorize that Valve ranks each player's niceness by considering commendations and by seeing how players in your game tend to rank the pleasure of that game and its teamplay. If you're always a nice person, always picking what the team needs, for example, other players in your game should on average rank teamplay (and possibly fun) more stars than the average stars given to any game.
I further theorize that these metrics of "niceness" are then used, in addition to trying to make fair teams, to glue similar types of players together, creating a pseudo-LPQ. It pays to be nice and to play to win.
