Russian servers if by "getting your ass kicked" you mean getting reported 9 times by everyone in the lobby
people might suggest SEA but you might not learn much when they wait 2 lanes of creeps to just counterpick you, will just make it harder for you. it is good knowledge to have though and can be useful but u wont have fun gettign counter picked all the time.

Perhaps. There aren't that many high rated people playing on SA though while US East has plenty.

but the highest MMR I have seen on SA was ddx-gambeta's 5700 solo
