yeh they probably start sending out those bullshit messages again to make people believe report system actually has any long term positive effect on community

#(Thanks for your help in making the Dota 2 community a friendlier place.) -> this part complete garbage and manipulation since all abusers go back into normal pool after 5 games and if you pay attention to devs forum or here players that were more than 2/3 in lpq go back there regularly its same with players that were muted more than 2/3 times

So, I haven't played Doto since Feb, but kept a constant check.
