I've been observing that pattern. It's generally true when there's no stack although there are some unusual cases that it's not arranged that way. When there are parties, it also doesnt conform to that pattern. Maybe the engine takes the avg MMR of the party then add a constant to it or whatever, I don't really know.

But usually, it's true. Really sucks when volvo puts you as blue/pink all the time.

Forgot to mention, it only applies to solo queue when stacks are not present.

SF probably loses against solo BH without any support (detection) if he's not mid. The long stretches on either side lane serve BH well. At the very least, BH will be able to get some last hits and all XP.

Also, what does "consistent" mean?

I have seen quite a few counter-examples but I can't say for sure there are no stacks in each of them.

I am well aware that BH should win that match BUT that is why you do not put yourself in that matchup. At the very least you buy sentries and they pay for themselves in less that 1min. Offlane BH should really never be getting solo kills until after lv 6 unless you fuck up badly..............wait I take that back that is not just fucking up that is a complete lack of basic game knowledge.....

just because a guy didnt do well in one game means he's worse than you?

So far i've only encountered one counter example: I met HANNAH_MONTANA and since I have him added on my other account, I knew
that he's below 5000 MMR, but he was pink while I was a spot below. I asked him what his MMR was then, and he said it was 4.8k . Weird cus none of us was in a party and i had much higher MMR than him.
