No. I have 5591 right now. That's not really a good example but I know a guy 130 wins and he has 5324 MMR as well.

You don't know what kind of anti-smurf systems Valve has so all you are saying is just speculating
show me a player with 500 games or less who has 5.5k mmr... for that u need to have absurd winrate (70-80%) which is impossible to acheive without consistent stacking.
the anti smurf detection is only present in the first 50 games, which is why u could get to page 1 in a matter of 5 games but once u played 100 games on that account u were back to playing with baddies.
You didn't say anything about win rate in your original post. I don't know any players with sub 500 games who are good and doesn't have at least 65%+ win rate.

@krkshka i am talking sub 500 games and solo queue only, i know there are a lot of people who create new accounts to 5 stack and gain 70% winrate or more that way.

Why would you create a new account and play 500 games solo? I don't understand what you are trying to prove. IF you belong at 5500 you will be able to get there in 500 solo games. There is nothing preventing you from doing that.
If your skill is 5500 then you will be there no matter what, depends only on time. If your skill is 2500 then you will be stuck there until you start to improve, watching streams, replays of good players, how to position and counters. Is it really to hard to get? And for someone who want to be "pro" 500 games is nothing. I'm playing 8-10 per day.
On my main acc i have 4700 atm with a difference of 74 games. I get about 25MMR per win so to get to 5500 I would only need 32 straight wins. That brings the total difference to just over 100 games

I'm a mid player, i'd say slightly above average mid player and the fact is that, most of my ranked games are won by me stomping the mid lane and carrying on the momentum, if not most of the time i just end up losing the game because winning your lane jst doesn't cut it sometimes

Here is the part of your analysis that is wrong: If you were actually a 5.5k solo player, you'd win way more games than lose for most of the time until you started to approach your true rating. (E.g. you'd crush games up to maybe 4.5k easily). The second error in analysis is that MMR isn't based on win rate at all. People tend to see you get about 30 points per win and about -30 points per loss for a typical game. Let's analyze this further:
Current MMR: 4.5k
"real" MMR: 5.5k (somehow)
(5500-4500)/30 about equals 33 so you only need to slap on about 33 more wins than losses to go up to 5.5k (assuming you won the right games and didn't lose the wrong game). Let's now assume this strong player has a 55% win rate over his next games. That's only 60 games.
For what it's worth, I have friends on my friend's list that have fluctuated from ~4.5 to ~5 in no time at all.
I like how ppl complain about occasional unfair games AND also about not getting enough points per win... if you are better than mmr thinks you are, you do win those games and get more points than for simple wins. If you lose them, you lose less points than usually and you will win those back next time when you will be someone elses unfair enemy. it will be more stable in some weeks. Would be even more random if everyone started on same mmr. Elo-based systems also have a real problem with getting to the first places couse first some players will make alt accounts to not lose rating,kinda impossible to climb higher than them, unless a bigger group of skilled teams starts to play at the same time and climb on each other, so the bests can sometimes get to first places. But new seaaons with new starts are exactly for this.
And if you are stuck on an mmr not extremely high, thats your real mmr, you will move up fast when you are far from your level and start getting more frequen loses when you get closer. If you have nearly 50% in last weeks, you are there. And need to actually improve to move up a step. It will work well soon. Leaving elo hell (below 2200) and getting up higher then 5500 will be hard, tgats true.
i started with 3.9k solo mmr and i think im better than that now im at 4.3k mmr i dont know how far i can go.

with the current system you need about 300 wins more than losses (sometimes even more) to attain 5.5k mmr.
lets say you are dendi and you manage to get 55% winrate by solo queuing. this way u will need at least 1600 games to get to the 300 win/loss difference. 1600 games.
so if u played multiple accounts or abandoned ur main at some point for an alternate account, u are fucked. no matter how good u are when solo queuing u need an absurd amount of games to get to the highest tier of mmr. i think this is gonna discourage a lot of players.
maybe base it on your winrate, instead of difference between wins and losses, so players with low amount of games or multiple accounts also have a chance to reach the top. smurfing will still not be an issue as u still need those 150 games to participate.
