What if your team has enough initiation without invoker?
You should go in-depth and describe other viable options. Don't make people use one combo for everything.
Invoker's comeback? Maybe.
Monster? No. His damage in the laning is utter crap and this build means he will have a horrid time farming against a decent last hitter. Things might pickup when you get your phase boots but the problem is, it will take quite awhile to farm it up. I imagine this simply buffs his end game for exort build/exort+quas build.

That build would work better if Invoker prioritized exort first, and finished leveling wex by the time he gets refresher/agn.
When I first saw the change to EMP, I just thought how refresher will become core on Invoker endgame. He wouldn't need to worry about mana anymore.
