if you manage 15% winrate at 2k games ... I just... dont think anyone would actually keep playing if they got that... Only trolls would?
dont think 15% is possible, if you lose that badly, the mm system will match you with ppl who will carry you, regardless of how much feeding you do. i say 35%~ is the lowest for >500games played is my guess
In dotacash there was one intentional loser who managed to get to a negative TSR (true skill rating). It crashed the server when he did since no code had been written to accomodate negative scores. He lost over 600 games in a row to do it...always played pudge and got dagon, ksed others kills, and hooked people to himself when he was very low so they would kill him, but it would not be an obvious feed since they also mostly died and he appeared to be trying. This way he avoided being banned.
I actually played and won a few games with him on my team, wow did you get a lot of TSR points for that! But it was not to hard if you knew what he was going to do. You could just follow him around and get a counter kill whenever he fed.
Anyway the points is that guy was at less than 10% win. And yes there are people who keep losing for that long on purpose.
Considering players with +300 games, I have never seen anyone with less than 45% winrate. No matter how you are bad, unless there is no intentional feeding, you probably won't go below 40-45%. But theoretically one can easily reach below 5% wr by intentionally feeding in every single game. Because feeding almost guarantees your loss :)
lower than 45% is totally possible. I hit 44% two months ago. Took long time to recover.

And i dont mean like some1 with 30 games with a winrate of 0, i mean like some1 with 2k games with 15% winrate or something.
