Aghs is good, the buff to bloodstone also made him better. The thing is, what the fuck do you do until you have bloodstone. His remnant and his ulti still cost too much, bottle still nerfed, jungle creeps are still way more resistant to magic so you can't be nearly as efficient as you used to be. Maybe storm isn't complete shit tier now but he's still rather close.
honestly, max Q, get orchid, Jungle, get bloodthorn, or go bloodstones first and jungle, once you have either item you are viable for teamfight or jungle, if they are gotten before 18 min mark you can take all five camps every minute very quickly, farm other items like bloodthorn or aghs and you will be fine. Anyone who plays storm can tell you that remnant is fine due to flat mana cost among levels, used to be 90/100/110/120 mid game ult will drain 2X more mana for the smallest of zips when compared to your Q. He is most definitely a solid hero now due to the active on Bloodthorn, and he hard counters PA like crazy, cant wait to spam slark, spec, and this new storm spirit to counter all the hype heroes rn.
btw aghs is not a bad third item to solidify the teamfight, imagine a four or three man vortex followed by an echo slam with a remnant in the middle... OP.
