The Mana regen is great. But you're better off buying it for the damage mitigation if you're up against SF, Pugna, Tiny,etc(Burst damage with fair cd) than heroes like Leshrac, Zeus, Skywrath, etc (Spammable low-cd spells). It'd be a waste of gold, flat hp/cloak is a better option in that circumstance. I don't think you should buy anymore than 2 raindrops though. Ideally they should have burned off by mid-midgame, You'll have better options at that point. Unless you're an extremely squishy poor pos678 who needs 1 hp to get atleast 1 spell off.
If enemy has reliable magic dmg on short cd in your lane, you wasted gold. Can be even against DK, who Burns IT every 25 seconds (soul ring).

When you're laning against lich in a 1v1 lane cause you have no support, or they happened to leave, and absolutely when against Tinker laning stage.
I find it pretty mediocre against heroes like Tinker that can spam harass, it's best against heroes with huge burst combos like Tiny, Lina, and Nyx
