maybe they have reverted the newly account threshold to lvl 20 back, can u just play till it is unlocked? (also i think turbo does not count as a game so deduct it from your 25 games)
I got the same, finished 25 games and unlovked all heroes. , but it told me to play more normal games approx 15 more before i go rank.
The thing is after u play 25 games u unlock rank but still valve needs decide ur skill bracket so after 25 games u need to play like 10-15 games more.(i would suggest playing turbo for fast games)

I already had 25 games done, already have a unique phone number added, but still i cant unlock ranked. Do I have to wait until my account reaches level 20?
