I played across 10 games, and almost every Agility heroes bought Ring of Aquila. But sometime is leaving me confused around the time.
Why does people deactivate the Ring of Aquila aura? It gives you decent amount mana regeneration and armor.

When u deactivate the ring of aquila you still benefit from the aura yourself but the creeps dont so u dont mess up creep equilibrium and push the lane

Really efficient item, powerful in laning stage. Turn it off so you don't push the lane and keep it where you want to. This way it's easier to zone the offlaner and deny xp from him. Turn it on when you intend to push, it makes creeps noticeably tankier against tower.

I think you should learn the concept of lane control.
for me I see it as 3 types:
1)Push- you keep all your auras ON, hit creeps at full hp (obviously taking lh) and only denying creeps at min help.(when you have space to take tower)
2)Normal- Trying to keep wave at the center of lane. Keep all aura invens OFF(or toggle in few cases), Deny/LH so as your lane won't get pushed also neither enemy waves pushes on you.(when your lane is easy, but pushing will end up with enemy getting farm)
3)Under tower- You keep all you auras OFF, Deny as hard as possible, don't hit creeps at all except for Lh. (when your lane is super hard,i.e enemies are pulling creeps, they can kill you if u move away from twr etc))
for more info I suggest watching lane control guides on youtube.

            ^It's not abt that
The guy looks to not know that turning off Aquila just makes it not effect creeps, as opposed to turning off the aura for everyone
