idk but steam is doing this to me from time to time as well, sometimes it's like there's no actual data downloaded but there's some work being done on my disc (the blue columns and a green line in steam download preview)

sometiems there s no line either, looks like for whatever reason the previously downloaded files are just being reconfigured, but i guess it shouldnt happen

i think this comes from custom games installed, so when they update overthrow you will get this update

also it can be that you have some DLCs enabled like workshop tools, vulkan, opengl etc.

time to uninstall custom games, i recently downlaoded soem so it should be the issue

that might be it, i recently downloaded a few as well
