So this comparasion is kinda hilarious

You have to trigger it after its charge up time for it to do damage which I think they changed to 4s in 7.07c
It does damage when your psionic trap is off cooldown. It is the so-called "charge time". And it does damage over time in 3 sec.
It has nothing to do with psionic traps cooldown as an ability, each trap has a 4s charge time after which they do damage regardless of if the psionic trap ability is on cooldown.
