Mute used to apply break, but that was way back before the two was divided into 2 concepts

Well stun technically doesn't apply silence (I thunk, can a mod developer confirm?)
But technically besides few exceptions (attribute shift, aghs upgraded enrage) the effect of silence also apply to a stunned hero, since while being stunned, he can't use his abilities beside said exception
