I think he is garbage & actually got nerfed (no extra creep on mid, no dmg from lens). Kaya seems good but I would rather get lens & I think he doesn't have slots for both Kaya & Lens.

he has spell amplification talent as well, and his missles cost so little mana now, also ministun rocket gonna fock all those who channel spels like Witch doctor or shaman
Of course he will buy soulring (it's actually a good buff for him) & I would rather get dmg over stun in most games. Not sure about spell amp, cast range might still be better.
