I dont think core but definetly situational. If you need a purge this is what your getting but the build up really sucks especially for a snowballing hero like pa.
Take as a matter of fact that they dont need to use manta to prevent you from ganking them, and enemies with bkb dont affect PA that much, also the build up is pretty hard for PA to get, as PA you most likely want to win as early as you can, so it's no worthwile to spend time trying to get an expensive item that is useless for your hero (Also don't tell me that is because of Shadow Blade, just bring a dust). Normally BKB is enough to kill someone, let someone else buy that item. I personally don't like playing PA and don't recommend you to if you want to raise mmr.
I think besides Arc Warden on other heroes it's situational. On Arc I would get it in every game.

Cost might be an issue, but dispelling and muting targets while keeping them under perma slow thanks to phantom strike's attackspeed boost, alongside the bonus damage might make this an extremely valuable item on PA.
