I think DotA performance depends much more on CPU than GPU.

My cpu is fine, the game is poorly optimised for high end rigs, but optimised for poor rigs to get the most players.
GPU and CPU usage will never get over 40% in a high end rig

A 1060 will give you more fps than a 1080 in dota, just to say

ur fucking moron, dota favors cpu's that have good ipc and it has nothing to do with your graphics card, even a potato gpu like gtx 1050 ti or some shit can run this game with about 140 - 220fps on 1080p max settings, if you're seeing same results with 1060 and 1080 maybe it's time to upgrade your cpu and buy faster ram and ffs overclock it if you demand more than a casual.

Appart from the cpu, dota don't fully uses your gpu when it's too powerfull. A 1060 will be used at 99% and will give 200+ fps
but a 1070 will be used at 60% and only gives 120 fps, same for the 1080 that is used at 30% and gives 120-140 fps

you have no idea how your pc works right? yet you talk like you know a lot rofl do you know what cpu does in games? it prepares shit for your graphics card and if it's not fast enough your graphics card wont display more images, so thats why you dont see difference with garbage cpus with lets say gtx 1050 and 1080 ti. this is so classic and funny, someone has a 5 year old mid range cpu and upgrades to a new graphics card yet he wonders what's wrong, because he's not seeing much of a difference rofl.
